effective engagement for 2012 and beyond
From the meeting of Leading Council of FSASH
The Leading Council of the Trade Union Federation of Education and Science of Albania, FSASH, convened in Tirana, on 25 February 2012, analyzed the work done during 2011 and discussed and determined the main priorities of the Federation and its structures of all levels for 2012 and beyond.

In the Report held by the Chairman of the Federation, Mr. Xhafer Dobrushi, on behalf of the Presidency, was assessed the work done and results achieved during last year and were introduced the main directions of the work to be done and challenges to be faced by the Federation’s bodies, from the bottom to the top level, during 2012 and following.

An important issue discussed in this meeting was the commitment of the leading bodies of the Federation in improving the Draft-Law on Pre-University Education, considering as particular importance its drafting in conformity with international standards, in order to guarantee the reforming processes that are developed and will continue to be developed in pre-university education with the slogan: for a quality education and equal chances for all pupils.
The Leading Council praised as the greatest achievement in this bilateral negotiating process, the inclusion in Law, for the first time in our legislation, the provisions regarding the Status of Teacher, its profession and its honored mission, avoiding the inclusion of the "Order of Teachers ". In the Draft – Law there are special provisions that guarantee the job for teachers who are employed by a definite contract, according to the definitions stipulated in the Collective Agreement of first level.
Participants in the meeting, bringing the voice of the trade unionists they represent, suggested and encouraged the leaders of the Federation to insist on making further specifications and clarifications, especially to the provisions relating to appointment and dismissal of principals and teachers, including in the law specific criteria for employment, administrative measures and dismissals.

In the Report, as well as in many discussions of members of the Leading Council, there were addressed important issues related to the consolidation of trade union sections in the districts, emphasizing especially the work to be done this year and beyond with the intention that these sections to act not as individuals but as collegial bodies; to increase their capacity for dialogue, being a serious and responsible partner towards employers, Regional Educational Directorates and Districts Educational Offices, in discussing and meeting the requests from trade unionists who they represent; for correct implementation of the provisions of the Collective Agreement of the first level, and second level; for massive and effective engagement of teachers and other stakeholders in reducing drop-out from school and elimination of child labour and so on.

After discussions on the basis of the Report held by the General Secretary of the Federation, Stavri Liko, on the economic and financial activity of the Federation for the last year and the draft budget for this year, the Leading Council approved the revenue and expenditure for the year 2011, as well as the budget of the Federation for the year 2012.
The Leading Council approved, also a two-year program for the activity of all structures of the Federation, until its next congress.
