SPASH 5TH CONGRESS HELD IN DURRES, ON 11-12 SEPTEMBER 2009

                Mr. Bajram KRUJA re elected President of SPASH

The 5th Congress of Albanian Independent Trade Union of Education, SPASH, was held in “Florida” Resting House in Durres on 11 and 12 September 2009.
More than 108 delegates from 31 districts of the country took part in the Congress (according to the participation norm 1 delegee for 100 members approved by the National Council of SPASH). There were also Invited persons: veteran unionists of SPASH, BSPSH President, Mr. Gezim Kalaja,  representatives from the Ministry of Education and the Ministry of Labour, Chairman of FSASH, leaders from other trade unions of BSPSH, representatives from education trade unions from the regions etc.

After the opening speech, held by Mrs. Reihan Shkreta, former chairman of the SPA of Tirana, the participants were greeted by a short speech by Mr. Bajram Kruja, President of SPASH.

The report "On SPASH activity for the period November 2005-September 2009", on behalf of the National Council, was held by Mrs.Bukuroshe Shabani, Deputy President of SPASH.

Deputy Minister of Education Mr. Halit Shamata, greeted the Congress, on behalf of the Ministry of Education, appreciating the relations of cooperation and partnership between the Ministry and education trade unions, as well as the assistance given by them in the implementation of reforms in education system, as well as their contribution to avoid school dropout and to eliminate child labour.

The Congress was also greeted  by Mr.Gezim Kalaja, President of BSPSH, who thanked SPASH leaders for the results achieved through the collective agreement and evaluated SPASH as one of the main and most organized trade unions affiliated to BSPSH.

Appreciations for the real partnership and for the contribution given by SPASH in the National Council of Labor, were also expressed by the Director of Labor Relations Directorate in the Ministry of Labour, Mr. Bujar Cani.

Mr. Xhafer Dobrushi, Chairman of FSASH, in his greetings, pointed out the cooperation between both education trade unions in Albania, as the main key of the results achieved, especially  through the joint collective agreement.

Mr. Adem Ademi, representative of the delegation of Macedonian Education Trade union, SONK, greeted the Congress, on behalf of SONK and its President, Mr. Dojcin Cvetanovski, also present in the Congress.

Mr. Ali Shabani, President of SBASHK Kosovo, greeted the Congress, on behalf of the respective trade union, appreciating  the up to date cooperation and promising  further strengthening of this cooperation in the future.

Following Mrs. Denada Mullaj read the greetings sent by the Netherlands Trade Union of Education, AOb and Slovenian Education and Science Trade Union, SVIZ, being  unable to participate in this Congress.

Wide discussens and constructive debates were made about the report on the activities organised during  four years, held on behalf of the National Council, by Mr. Defrim Spahiu, Deputy President of SPASH,  as well as the report on the financial activity, held by Mr. Selahedin Llukacej.

With a massive participation of delegates from the majority of districts there were discussed issues treated in the respective reports, as well as ammendaments in the Statute, which were approved unanimously.
Democratically were held the elections and Mr. Bajram Kruja was re-elected President of SPASH for another four years mandate.

By the end, the Congress adopted the Resolution, which determines the main directions of SPASH work for the future.
