Meeting of education trade unions leaders with the Minister of Education and Science
On 17 September was held a meeting between the new appointed Minister of Education and Science, Mr. Fatos Beja, the Chairman of FSASH, Mr. Xhafer Dobrushi and the Chairman of SPASH, Mr. Bajram Kruja. In this meeting was also present the Vice/Minister of Education and Science, Mr. Halit Shamata.
Representatives of Trade Unions congratulated the Minister on the new assignment and expressed their willingness to continue the social partnership with the Ministry of Education and Science, in order to protect the requests and social-economical interests of teachers, especially those who are members of trade unions and also to be fully engaged in the reformation and modernisation of the pre university education system.
In this meeting, both parts discussed about further development of social partnership, not only in central level, but especially in second one, with regional and district educational directorates, identifying some of the main concerns and problems existing actually between them.
The Minister agreed on the problems that were raised by the representatives of trade unions, especially regarding some concrete violations of the Labour Code and Collective Agreement by Educational Directorates in Pogradec, Devoll, Tepelena, Puka, where leaders of trade union sections were transferred illegitimately, asking for analysing and correcting them, in accordance with the Labour Code and Collective Agreement in power. Special attention during the meeting was also dedicated to the strengthening of social dialogue between the two partners, in central level, in order to finalize the harmonisation of article 4, point 4 of the Collective Agreement with the Directive No. 19 dt. 30. 09. 2006 on hiring and firing procedures for teachers, being graduated in secondary pedagogical school or other secondary schools on education, aiming to avoid misunderstandings and abuses that have happened in practice by Educational Directorates.
Finishing the draft of the Code of Ethics of Teachers and creating legal regulations that enable structures responsible for its implementation, also, creating and approving standards for nominating and dismissing directors of schools and teachers were accepted as joint engagement of both partners, as a precondition to enable the implementation of the reform in pre university education and progressive development in education system. |
