Joint meeting of local trade union leaders
with directors of Education Directorates

A meeting with representatives of Education Directorates of Tirana Prefecture other counties was organised on 27 March in Tirana, in collaboration with the Ministry of Education and Science and the Ministry of Labour and Social Affairs of Albania.

12 directors from all the counties of Albania, 24 local education trade union leaders of FSASH and SPASH from those counties, as well as Vice Minister of Education and Vice Minister of Labour and other representatives from both these ministries took part in the meeting.

It was a very useful meeting not only regarding the problems related to the improvement of economic and financial situation of FSASH and SPASH, through membership fee collection, as it was foreseen in the project, but also dealing with other problems related to a real social dialogue and effective partnership among all the three partners, (education trade unions, Ministry of education and Ministry of Labour).

On behalf of both FSASH and SPASH, the Chairman of FSASH, Xhafer Dobrushi, held the main presentation, making a real analyze about the situation, achievements and problems in relation to the collaboration in central and local level, meanwhile the chairman of SPASH, Bajram Kruja, made special intervention on consultation method necessary to be used when about relations legislation initiatives are undertaken by both these ministries The representatives from Economic Department of Ministry of Education, Eleni Çoka, and the representative from Labour Relations Department of Ministry of Labour, Gramoz Xhangolli, held their presentations, on behalf of the respective ministries.
Constructive discussions of participants from all the three partners, were focused on the implementation of the collective agreement in power until December 2009, especially regarding job security, avoiding unfair transfers and dismissals of teachers, consideration of trade union rights, including collection of membership fee through check out system, as well as joint engagement for modernisation of education, elimination of child labour, and so on.
Both vice ministers expressed their engagement, on behalf of respective ministries, for a better collaboration and joint efforts to improve the situation in education system in Albania.
